Support at Home (SAH) Pricing

Services Australia assesses your income and assets to set your contribution percentage. Full pensioners pay the lowest rates, part pensioners and Commonwealth Seniors Health Card (CSHC) holders pay tapered rates, and self-funded retirees not eligible for a CSHC pay the highest.

Participant contribution rates (standard, from 1 November 2025; indexed periodically):

  • Clinical support services (e.g. nursing, physiotherapy): No contribution for all participants.
  • Independence services (e.g. personal care, assistive technology): Moderate contributions.

    • Full pensioner: Lowest rate
    • Part pensioner or CSHC holder: Tapered based on assessment
    • Self-funded (non-CSHC): Highest rate in category
  • Everyday living services (e.g. domestic assistance, gardening): Highest contributions.

    • Full pensioner: Lowest rate
    • Part pensioner or CSHC holder: Tapered based on assessment
    • Self-funded (non-CSHC): Highest rate in category

These percentages apply to the price of each service delivered (e.g. per hour). The government subsidises the rest. Clinical supports are fully government-funded.

No Worse Off Principle

If you were receiving or approved for HCP on or before 12 September 2024, you are protected:

  • You pay the same or less than under HCP.
  • If you paid no income-tested fee under HCP, you pay no contributions under Support at Home (even if needs change).

Services Australia notifies you of your contribution amount.

Changes to Contributions

Your contributions may change due to:

  • Changes in assessed aged care needs
  • Changes in financial circumstances
  • Indexation of pension rates and thresholds
  • Reaching the lifetime cap

Lifetime Cap

  • For new participants (or those not under No Worse Off): Indexed twice yearly on 20 March and 20 September.
  • For those under No Worse Off (transitioning HCP): The previous HCP cap (indexed) applies, with prior payments counting towards it.

Once reached, no further contributions are required.

Financial Hardship

If contributions cause hardship, apply to Services Australia for a reduction or waiver.

Support at Home Service List – Clinical Supports Category

(This focuses on clinical supports, which have no participant contribution. Services must align with assessed needs and be delivered by registered providers using evidence-based practices.)

  • Nursing Care

    • Services: Registered nurse, enrolled nurse, nursing assistant, nursing care consumables.

    • Providers may apply for the supplementary Oxygen Supplement via Services Australia for eligible participants.
    • In scope: Community-based nursing to meet clinical needs, such as assessing/treating/monitoring conditions, medication administration, wound care, continence management (clinical), skin integrity management, education, specialist service linkage.
    • Out of scope: Services subsidised through other systems (e.g. health or specialist palliative care).

  • Allied Health and Other Therapeutic Services

    • Services: Aboriginal/Torres Strait Islander health practitioners/workers, therapy assistants, counsellors, dietitians, exercise physiologists, music therapists, occupational therapists, physiotherapists, podiatrists, psychologists, social workers, speech pathologists.

    • In scope: Aids regaining/maintaining physical, functional, cognitive abilities for independent home living via interventions, treatment, education, advice, supervision (in-person/telehealth, individual/group). Delivered directly or supervised; includes assistive tech/home mods for self-management/recovery.
    • Out of scope: Subsidised by other programs (e.g., Chronic Disease/Mental Health Plans); primary care (e.g., ambulance, diagnosis, psychiatry, dental, dispensing); non-age/disability conditions (e.g., acute mental health).

  • Nutrition

    • Services: Prescribed nutrition.

    • Providers may apply for the supplementary Enteral Feeding Supplement via Services Australia for eligible participants.
    • In scope: Prescribed supplementary dietary products (enteral/oral) and aids for conditions related to functional decline/impairment.
    • Out of scope: General expenses (e.g. non-prescribed products for weight loss).

  • Care Management

    • Services: Home support care management.

    • In scope: Activities ensuring aged care services contribute to overall wellbeing (e.g. care planning, service coordination).
    • Out of scope: Administrative costs funded through service prices.
